I agree with Elaine that networking is important - some of my telecommute
jobs have been gotten by one person telling another about my services.

On the other hand, 2 of my current jobs I found through the Internet. I have
a list of about 35 jobs sites that I "troll" when work seems to be slowing
down. Some of the sites are telecommute specific; others are general jobs
sites but by using search phrases such as "technical writer" and
"telecommute" I have found maybe 10-15 at a time I put my resume in for. I
landed a plum contract in just this way in November -- still working on it!!
:)

Dilligence and patience is key here. Google is useful in finding the job
sites, and one job site will often lead you to another. On "trolling days"
I can expect to spend at least 6 hours finding the jobs, then another 4 the
next day crafting application emails.

My telecommuting experience also began as an onsite contract position.
Management decided one day that they needed to make room for a new employee
and told me to leave. However, they also told me to pack up the company
workstation and all of the company support gear and move it to my home
office. I was telecommuting for them for about two years.

Since then, networking and referrals has supplied me with enough work to
keep telecommuting.

Most of the telecommuting jobs I've had started as onsite positions. I
created a business case for telecommuting, presented it to management, and
received approval to telecommute. First I had to establish trust, meeting
all deadlines, excelling in communications with other staff members and
SMEs, etc.

There are some websites that list telecommuting jobs, but I have not found
them helpful, personally.
