I don't have PSP, but these seem like typical graphics problems.

1.To what format are you exporting or saving the file? Very few formats
support transparency, and as far as I know, no vector format will maintain
transparency for printing. You may have to export as a GIF or PNG. Tiff
could also work.

2. PSP, like Photoshop, is raster, i.e. pixel-based, software. While you can
export to an EPS, it's not a fully scalable vector EPS like you'd create in
Illustrator.
