The "Party" is presumably defined as being a political party. Thus,
"Party" and "party" are not "distinct from each other" -- the former is
a subset of the latter. But that's somewhat beside the point in any
case.
"Other" and "except" serve the same scope-narrowing purpose in this
sentence, and using both is redundant and unnecessary. OTOH, I don't
think it will confuse people, and I wouldn't spend much time worrying
about it. Consider giving in on that one and saving your energy for more
deserving issues. There are bound to be some. :-)
