I've seen the same thing happen here as well.

In one case, I was working through a recruiter. They felt I was perfect
for the job. We worked hard on gathering the materials, and submitted
everything. They told the recruiter I was over qualified.

They are still searching.

There are other positions I've applied for, or been asked to apply for
that I no longer apply for. I see the opening appear every other month
or so. I've learned which company is and I know what they are paying --
in the end, you get what you pay for, and although the economy in
Michigan is real bad, they are not going to find quality documentation
people at $15 an hour.

I wouldn't be surprised if this phenomena is all over, and not just in
CA or MI
