I followup, in agreement:

To the extent that I've had trouble with numbered lists in OO Writer, it
was nearly always solved with a right-click > Bullets/Numbering >
Restart Numbering. Unlike Word, where it often grays out that option
(among other puzzling behavior). Occasionally, if I'd create in Writer
and save as Word for editing, the numbering would come back wonky. Still
solvable with a couple of Restart Numbering operations.

This is true through three editions of "openSUSE Linux Unleashed," and a
similar number of versions of OpenOffice.
