HPJ is a Help project file for producing WinHelp. You can compile and
otherwise use it using the very old Microsoft Help workshop, but
honestly I wouldn't bother. Collect the source files and produce HTML
Help output or later, as WinHelp support is dwindling fast. The
version of Word you are using doesn't matter with regard to the HPJ.

As to your bigger problem, how did you end up with a version of
RoboHelp that is incompatible with your version of Word? If these are
the tools you need to use to do your job, you need to either procure a
version of Word 2003 or upgrade your seat of RoboHelp to something
more current that can use Word 2007. If you are a full time employee
or contractor required to use your client's machines and software,
they need to provide you with the correct tools with which to do your
job. If you are freelance and these are your tools, you need to
upgrade appropriately yourself.
