In that case, I'd go with Keith Hood's suggestion (arcane settings).

Two possible culprits are Tools=>Snap&Glue and Shape=>Align Shapes. On
occasion, I've been sent hinky drawings whose hinkiness was rooted in
one of those.

Does anyone have other suggestions for possible culprits?
