There is no tool at any price that does *all* the things that Acrobat Pro does.

There are free (or very inexpensive tools) that can create PDFs. There are other tools that can provide some of the markup and annotation capabilities of Acrobat, but to the best of my knowledge that capabilities are not compatible with Acrobat's markup/annotation capabilities. But there's a whole list of features in Acrobat Pro that are not available in any other PDF tools I am aware of.
