Thanks, everyone, for the ideas. I think I'm going to create a model that is similar to Bear's (David's).

I've seen some examples where the definitions of items are provided in sentences strewn throughout the surrounding text -- it flows nicely and eliminates a blocky key element, but I think it would be frustrating for someone trying to identify a particular item quickly. So I think I will stick with a table is associated with the figure.
