A clerk must have been "promoted" to TW because there was no money
budgeted for raises. "Give her a title, maybe she'll stay." She didn't.

So now they have a "TW" slot to fill, but at the same clerk rate. *YAWN*

Another possibility is that they have a Senior TW slot to fill, for
which they are planning on paying $20. They can use the empty $10 slot
to show how hugely much $20 is compared to $10.

"Hey, how hard can TW be? It's just putting words together."

One might be better off to do half the work for free, and then negotiate
with them about the price for doing the other half.
