RE: Downsize PDF generated via XSL:FO

This isn't a direct answer, but it might address the problem.

Do you have Acrobat Pro? 

Try "Advanced > PDF Optimizer".   I've found that it often gives 
significant reductions.


Of course, check Brian's suggestion, too.   :-)
