Well, ideally you'd do that in the source file from which the PDF is
created. But I think you can do it in Acrobat Pro (can't actually test
empirically right now).

You say the Word doc will become "a web page with bookmarks" -- so
you're really needing to point to an HTML file, and specifically to an
anchor tag in that file.

In Acro 9 Pro Extended, Tools > Advanced Editing > Link Tool lets you
create a new link. When you draw a link rectangle, the Create Link
dialog appears. Set the Link Appearance options. Under Link Action,
choose Open a web page and click Next. In the Edit URL dialog enter the
URL for the HTML file you're going to create from the Word doc. Include
the anchor. For instance:

/html_pages/foobar.html#anchor_01

Make sure the path (absolute or relative) is correct for the final
locations of the PDF and web page.

That should work.
