I'd recommend FrameMaker with the TableCleaner Plug-in:
http://www.frameexpert.com/plugins/tablecleaner/index.htm.

I didn't find the plug-in as intuitive as the website said, but once I got
the hang of it it was great! (And Rick provides excellent customer
support.) I wouldn't consider doing any complex table work without it.
And if the PASW Statistics 18 program can save the tables in tab-delimited
text files, that would be the best starting point for copying-pasting into
FrameMaker, converting to tables, and then using TableCleaner to format to
the desired view.

InDesign is a great page layout tool, but it's forte is not tables. That's
not what InDesign is intended for.
