I dislike repeating information which is more easily and more
accurately available somewhere else. Nevertheless, I usually include
a list of such items in the manual. As a means of verifying the
shipment, the list isn't terribly useful. But it's useful for other
purposes: for potential customers who want to see what they'll get,
for customers who need more than a short text description to identify
the parts, for customers who need to order replacement parts long
after the packing list has been discarded, for reviewers who get to
look at the manual but never see a packing list, and as another spot
for reviewers to notice that the technical writer was never notified
about a new part.

If you're shipping to a large facility (corporation, government
agency), there's another issue: a receiving department may unpack the
box before delivering the contents. In the process, the packing list
is often lost.
