If it's a style/usage guide you're after, the GNOME Documentation Style
Guide may be helpful:
http://library.gnome.org/devel/gdp-style-guide/stable/. GNOME is a
Desktop Environment for Linux, and thus isn't proprietary to
anyone.

As for a dictionary, I've had *Webster's New World Dictionary of Computer
Terms* on my shelf for awhile now. The main problem with it is they haven't
updated it in a decade. 8-(

An Amazon search delivered this promising title: *Dictionary of Computer and
Internet Terms* and its most recent edition comes from 2009. The "random
page" I looked at read well too.
