Yes, I should have said, "the last time."  But I don't think anyone would accuse 
Hoover of trying to make any reforms in either energy or 
industrial/consumer/environmental protection policy, and we don't hear anybody 
calling for America to return to his years, either. :)

Trivia - Carter was not the first engineer elected President.  Hoover was a 
mining engineer before he went into politics.

Real serious trivia - during the Boxer Rebellion, Hoover was in charge of the
