Thinking out loud (yes, always dangerous :), it would seem procedure/process imply more than one step, by definition -- a "going forward" (see the Latin etymology) from here to there.

For example, take a look at two of the four definitions of "procedure" at OneLook (http://www.onelook.com/?w=procedure&ls=a):

"â noun: a process or series of acts especially of a practical or mechanical nature involved in a particular form of work
â noun: a set sequence of steps, part of larger computer program"

OTOH, why can't a procedure be one step?
