Process for updating localized help

Hi all,
I do the online help (chms) for our products using RoboHelp 8 - in English
and French. I set up the project exactly as described in this article
<http://www.adobe.com/devnet/robohelp/articles/localized_projects.html>on
Adobe's website.
My company is considering translating our products (and the help) in 20
other languages. We're trying to work out what processes need to be set up.
So I have 3 questions:

- The translation will be done by some subsidiaries of the group we
belong to. It is unlikely that they will have RoboHelp, and I have no idea
how good their knowledge of HTML will be. How do I make sure they see and
don't mess up the proprietary RoboHelp conditional tags?
- What is your process for managing updates? How do your translators know
what has changed? How do you retrieve the files? Someone suggested using
version control - then everyone can easily see what has changed/retrieve
up-to-date files (but then my boss pointed out that everyone must learn how
to use version control properly).
- How do you manage the translation process for interface text? Do you
give the software to the translators, so that they can see the labels in
context?

We are a small company and I am the only technical writer. Any advice (or
any info on how you do it where you work) would be greatly appreciated.
