6.16 does make the condition, "So far as it can be done without
confusion. . .." So this question is context sensitive. If adding "s"
for the plural creates confusion, then use an apostrophe, otherwise, add
the "s" alone. 6.17 provides that abbreviations having more than one
period do have an apostrophe when using an "s" to indicate a plural.
Both 6.16 and 6.17 have interesting exceptions that should be considered
within the context of the question.
