Not difficult. I would meet regularly with everyone for a 1 on 1.
Sounds like a lot of overhead, but you need to know what's happening
with them, and not just when the project fires are blazing. Most liked
having this skills inventory around because they could then see who
they could talk to about learning new skills ("hey, anyone looking
into DITA?"). It also helped align team members for collaborative
projects within the department. Some didn't like the fact that their
skills are tracked, but those few generally were the ones who liked to
hold their cards close and be left alone to do things their own way.
And oddly enough, it was always those employees whose work generated
more unique content that we couldn't reuse, and whose work was either
not localization friendly, incorrect, poorly tagged/formatted, etc.
