One starting place might be to look for is in military specs. They are very detailed and can be a bit overwhelming - but if you can identify the type of requirement document that you want (sounds like you are looking for maybe an Software Requirements Specification or maybe a System Subsystem Design Description document which would be at a higher level of design - but I'm not sure) then you can use that exact title or specification number to do a search. You'll probably find government docs that are not proprietary.

IEEE also has corresponding specs ... again, if you do a search on the spec number - you might find some non-proprietary stuff. I think the main standard that you'd want to reference is ISO/IEC 12207.

The SSDD military spec number is DI-IPSC-81432A.
