Have you tried the Avery site for a (word) template?
I am not aware of a free CD label template for FrameMaker.
When I need to create a custom CD/DVD label, I usually wind up using
Illustrator or InDesign.
If you can't find anything and are stuck using Word, try creating an 8.5x11
page in a drawing program that places the graphics in the right place and
then placing the graphic in the header so you can position it precisely.
Ensure the graphic is set to let the text flow on top of it.
