AFAIK, PDFs don't have defined resolutions, just dimensions and DPIs for *images*.
The simplest way to change a PDF is to install a PDF printer like Bullzip. You can configure Bullzip, just like any other printer, to print to certain media sizes. Open your original PDF and re-print.
