This works fine if you create a new theme and save it in your existing
template. Open your template, In the Styles group, click Change Styles,
point to Colors, Create new Theme Colors. Use the Accent 1 thru 6 to set
your custom colors then save as My Custom Colors or whatever. You can do
the same with font, etc.
Any document based on this template will show your custom colors on the
paint can drop down menu.

get it to stay on the paint can drop down menu after closing and re-opening
