It's not 100% clear what you're doing.

Which smartphone platforms?

Is this cross-platform, with both a PC-based app and a smartphone app
sharing the same help, or just a smartphone app?

You want to have local help on the smartphone but post updates on the
Web before they're made available for the smartphone app? Or the help
will be on the Web only?
