There's only one scenario. Contracting rates, like other prices, are set
by the market. Outside of the occasional local boom, few freelancers can
afford to pick and choose their clients. In the current economy, many
freelancers take contract work only because they can't find regular
jobs. If your income from contracting doesn't bring in as much income as
you need or want, that sucks, but that doesn't mean you can raise your
rates.
