It sounds to me as if the qualifying panel is essentially going to do what I 
do when I hire, interview candidates, contact references and evaluate 
submitted samples, except that my impression is that the emphasis is going 
to be the reverse of the order I listed them - and the reverse of where I 
would put the emphasis in my own evaluation.  If so, the certification would 
be of little use to me as a hiring manager, though I can see how some 
non-publications person trying to distinguish between two candidates when 
he/she has no idea how to evaluate writers might find it a useful tool - or 
a crutch that results in hiring people who are good at interviewing.
