If STC is truly broke, the ISO submission process might be prohibitive.

IMO the approach for making this happen, or for getting yourself
certified if you've worked for the same company a very long time, is to
try to sell having an "STC-certified" docs team as something that would
enhance a company's ISO or other quality-based standing. In order to do
that, however, STC would need to submit its own certification process to
ISO audits of its evaluation process and results...
