Cisco Systems had something similar about 5 years ago. They wee out to solve all the bugs in their IOS, so they planned to hire several hundred new programmers to do nothing but concentrate of fixing bugs.

However, they failed to delete those other programmers who have been introducing those bugs.

So to pay for this mess, they decided to take the budget from many of the supporting groups, which meant massive layoffs.

Ah yes, Changing the way we work, live, play, and learn.

The idea of having an extended period without imminent
release cycles to polish code and documentation is an attractive
one. However, I'd advise strongly against a solution that involves
offering bounties to developers in relation to bugs. It's been tried
before and did not have the effect that the company hoped - they
were giving bonuses for fixing bugs to the very people who could
easily introduce them :->
