The tie in, IMHO, is the competency level of the next generation of Technical Writers. At my last job, I wrote code comments directly in the .c and .h files using DevC++ IDE (we gave the source code to our customers). A spell checker was not an option; I was the spell checker.

As someone who graded standardized tests during the summers when I was
in college, I can assure you, they're not making this decision to make
the teacher's lives easier.  Unless you mean the teachers who work
summers for the testing companies doing scoring.  Because teachers do
not score the standardized tests for the students that they teach.
That would be a huge conflict of interest.  I'm actually surprised
that the essay portions are computerized now.  When I was scoring a
decade ago, we had to struggle with decoding handwriting.

And BTW, this conversation has gone on for quite a while, and I'm
still not quite sure how it ties into technical writing?  Other than
being another chance for the list to rant about the decline of
literacy (which is only vaguely and  tangentially related to what we
do for a living).
