I think you are reading it wrong. The statute applies to "professional engineers" residing and working within the state of NC. The limitations exclude those engineers who are working under licensed supervision and those who only work within a company as opposed to those who work independently or run their own business. The limitations also exclude out-of-state engineers working within the state. If the law did not provide this exclusion, then the law could violate the dormant commerce clause.
