You did misinterpret, but it's my fault. The trouble probably started

an optional field in a dialog box.

I was picturing, as I described yesterday, the location settings in Drupal.

The tutorial instructions use "enable" for enabling various fields and "allow" as one option for collection settings.

Why the longer versions? Why not just, "the Number of Bears field is
mandatory, the Color of Bears field is optional"? Because some of my
target audience prefers requirements that begin with, "The RCP shall..."
or "The RCP shall not..."

Are they lawyers?

Some of the Rules are imperatives, cast in the terms "shall" or "shall not." These define proper conduct for purposes of professional discipline. Others, generally cast in the term "may," are permissive and define areas under the Rules in which the lawyer has discretion to exercise professional judgment. ... Many of the Comments use the term "should." Comments do not add obligations to the Rules but provide guidance for practicing in compliance with the Rules.
