Thank you all for sending suggestions on how to use Word.
I have access to Word 2004 on a Windows machine and Word 2008 on a Mac. The two version don't offer the same options.
Given your input, in Word 2004, I found Style Panel Options, where I was able to unclick "Show next heading when previous level is used". That got rid of Heading 4 only. Next, under Manage Styles, on the Recommend tab, I hid Heading 3 and saved.

However, when I open the doc in Word 20089 on the Mac, Heading 3 is still visible. Now, we'll make it look like Heading 2.
We're trying to provide a template for docs that circulate within many departments as well as to people outside the company. Over time, as people work in the docs, new styles show up. We're trying to minimize the number of styles in the template, yet provide enough to address everyone's needs.
