I am new to Word 2010... I moved from Word 2003 directly to Word 2010... and I don't recall having to do these steps in 2003.

Right click on TOC.
Click Edit field.
Under Field Properties, the button should be Table of Contents. Click that.
Select Use hyperlinks instead of page numbers.
Click OK.
Click OK to update.
You should be good to go, and the links will work in PDF.
