Create a new user named "Nobody" and grant it full administrator privileges and add it to the SYSTEM group. Revoke administrator privileges from the "Administrator user, remove it from all system groups, etc.
If your coworker is truly that ignorant, he won't notice, you won't need to argue about his usage of the "Administrator" account, and he still won't understand why things don't work for him, but at least he won't think logging in as "Administrator" is the solution: he might actually learn to *fix* the problems he's facing.
