My mind is heading into the logistics of how this decision will have an
effect on your workload. Either construction is fine, to me. Ultimately,
pick one and use it consistently. If I were asking your question, I would
use my existing content as a guide. I would search all of your content for
each construction. If there are 1000 instances of "to perform" and 100
instances of "to do", change the 100 instances to "to perform" and be done.
After you make your decision, update your internal style guide. You can take
it a step further. If you are using a tool like Word, you can create an
autocorrect entry so that typing "to do" is replaced with "to perform" (or
whatever is applicable after you decide).
