I did a bit of checking, and you can use autocorrect entries for this.

In the autocorrect dialog
- replace 0', 1', 2' ... 9' with 0[alt39], 1[alt39], 2[alt39]... 2[alt39].
- replace 0", 1", 2" ... 9" with 0[alt34], 1[alt34], 2[alt34]... 2[alt34]

The entries look identical in the Replace and With boxes, but they are different when you type.

After you type the quote mark, type Ctrl+Z (or click undo). Now you have your straight quotes.

Yes, you can create a macro to do this. Macros can do just about anything.

You could set up a macro button to disable curly quote replacement. They click it before typing a measurement. I use it before typing code.
