I wonder how one goes about studying project management and instructional design when training budgets have vanished.

Hey Haim -

PM = Project/Program Manager
IxD = Interaction Designer
IsD = Instructional Designer

And, there's also IA = Information Architect

Basically, these are branches of TW, but with their own disciplines.
