For multiple reasons, that's impossible to standardize.

I've rewritten >1,000-page documents to 15% of their original length
simply by eliminating clutter, redundancy, and useless screen shots.

Some docs need more maintenance than others. E.g. a reference manual
for a mature product might be 1,000 pages long but only 1% of it might
change with each major update. On the other hand, a user guide might
need a lot of work after a major UI change.
