With junior candidates or interns, they will probably not have such an
extensive list of people you can talk to, nor a fully-developed portfolio.

Without getting into specifics for either junior or more senior candidates,
I can say that I feel the tests were indeed helpful. Almost all software
companies will have software developer candidates do tests of some sort,
and I can't see why it should be different when the candidate is going to
be writing programming documentation.
