Another Word answer.

Enable the Navigation pane and view the same depth of headings in that pane.
Right-click and select the option "Select Heading and Content" to move
things around.

Would the outline feature/mode/view in Word work? I've never used it, but as
I recall, you're supposed to be able to rearrange things pretty easily with
it.
