I've been using SnagIt for that. It primarily does it by percentage, but it will downsize a whole directory of screenshots in one operation. It will also convert a whole file of images to another format at once. If you make repeated screenshots for the same application on a widescreen, for example, they'll all be approximately the same size, so reducing the whole set to a given percentage of the original size, such as 70% or 50% makes sense.
