I don't know of a public domain guide, but here are a couple of resources with permissive licenses that might work:

Reading Man Pages: http://www.linuxcommand.org/reading_man_pages.php (GNU Free Documentation License)

http://pubs.opengroup.org/onlinepubs/9699919799/basedefs/V1_chap12.html (this one is free for non-commercial use within your company)
