In my experience, Information Architecture is part of Tech Writing if you
are responsible for how your content is organized and delivered. In larger
companies, there are often Information Architecture specialists that work
with the writing teams to help create templates for deliverables, and who
help determine what content goes into which type of deliverable, and they
also help determine the delivery method. In smaller companies, those tasks
may be done by the tech pubs manager.

So I just think it's a higher level of breaking down the complex. Instead
of breaking down the complex for a single product or even feature, it's
breaking down the complex across all deliverables to make the customer
journey smoother.
