One plus FrameMaker had over Flare was the ability to export a PDF
with revision markup so that SMEs could easily review changes from the
last version.

Flare 12 can supposedly do that with Word or PDF. To find the blurb on
that new feature, go to this link, then expand Major New Features >
Tracked Changes.

I filed that feature request five or six years ago, against Flare 6.5.
