The DC metro area has been a hot market for technical writers for quite some time, especially for those who are familiar with writing in regulated environments and writing regulatory filings. Unless something has changed recently, capable writers who prefer to work short term contracts probably have waiting lists of clients.

If your hiring need is not urgent, try browsing resumes on job boards and on sites like Craigslist to identify qualified writers and contact them to establish lines of communication you can use for future contracts.

If you don't have the time to do that, you'll probably have to take on someone a bit less qualified and do some OTJ training. The economy has recovered to the point where there the major tech writing centers no longer have large pools of highly qualified people idled and available to jump on anything that comes along.
