It that is the function (what the button is called)....yep. If you have an
ellipsis button, a more button and so one, then that changes everything.
Identify it for what it does the first instance and be consistent from the
on....... I'm retired now, but back when I ran a pubs department that was
our strategy. It reduced confusion; however, most of our manuals described
complex hardware systems and the software that ran it. We were the leaders
in that industry, so we could make the rules.

So you would recommend calling it the More button, Al?

That would separate the grammatical ellipsis from what happens when you
click it: You get more to choose from.

I think you need to separate the symbol from the function. The three dots
are called an "ellipsis" and they are often used to indicate there is more
if you click the button (hence the More button).

If it has a tooltip, call it that. Otherwise, I'd use <b>...</b>. I don't
think many people know the name of the punctuation mark.
