These days there commonly is no WP or DTP application. The source is
in HTML, DITA, Markdown, DocBook, or some other markup language, in a
content management or source control system, and transformed into a
variety of outputs.

No one who looks at many contemporary PDFs will be confused by the
title page being numbered 1.
