Correct. Many tech writers in the Bay Area and Sacramento area are consultants rather than employees and often from India. Restrictions on H1B visa sponsorship are reducing consulting positions but raising costs for employment. Technical writer positions sometimes got rolled into other positions to save costs. The costs of other positions, like analysts, are often higher than technical writers, so companies might hire technical writers at a lower cost who will also do the work of the higher cost positions.
