Does anyone have a favorite full-fat collaborative comment/markup editor for PDFs? One that won't crash and burn with very large (300MB+/1000pg) docs?

Acrobat Pro DC's cloud-based system is very restrictive, and doesn't allow adding images and other stuff that the normal offline comment tool has. We consider pretty much all of its features (especially adding images to the doc) essential for our process. The issue is, there's no way to merge comments from my multiple SMEs and I'm going crazy trying and failing to make sure I catch all the changes requested for each new revision of this massive new product manual.
